To play new maps on lan you need to replace original maps from the begging with new one. Check with number got pp or cr and replace it with map that you want to play.

In the game directory there is a folder named "levels". It contains map files in the form "levl<number>.<extension>". <number> is for example 2133 for the Pressure Point or 2131 for Face Off. If you want to play different map than for example Face Off, ALL players need to replace levl2131.dat with different map (name of the file needs to remain untouched, just the content of the file must be changed). Careful - when some player has different version of the map then populous is crashing.

There is no other way to play custom map than replacing existing maps in the "levels" directory (I mean I don't know programs which are doing it automatically without requiring working internet connection). It's done by multiplayer programs automatically because it's annoying and errors prone to do it manually.
